Nobody Knows How Many People Live in Lagos, and Everybody Knows How Long the Bridge Takes

Lagos does not know its own population. This is not carelessness — it is a genuine, long-running dispute. The 2006 federal census put the conurbation at around 8 million. The Lagos State Government rejected that figure and produced its own, at roughly 16 million. Current estimates run anywhere from 17 million to well over 20 million, and the reference works are unusually blunt about it: Nigerian census results are disputed and carry high error rates.

The 1991 national census is thought to have undercounted Nigeria by roughly 25 million people — an error the size of a large country.

So here is a city that cannot tell you how many people it contains, growing by an estimated three thousand people a day.

What Lagos does measure, obsessively and precisely, is time.

Research by the Danne Institute found that Lagosians lose an average of 2.21 hours every day to traffic congestion commuting to work. The Third Mainland Bridge is twelve kilometres long. On an open road it takes about fifteen minutes. In the morning rush, or any time after half past four in the afternoon, it can take four hours.

The local word for the jams is go-slow, which is both accurate and generous.

The practical result is that the entire city runs on a shared, unwritten schedule. People leave home before dawn. They arrive early and sleep in the car. They stay in the office until nine at night to avoid the return trip. Nobody wants to be far from home after four o'clock. An hour of the day, in Lagos, is not an abstraction — it is a distance.

The clock: and here is the irony sitting over the whole thing.

Lagos is at 6.5° north, close enough to the equator that its days barely change. Sunrise arrives around a quarter to seven, sunset around seven in the evening, and it does this in January, in June, in October. Nigeria has never used daylight saving time, because there is nothing to save.

Lagos also sits at 3° east while running on West Africa Time, a zone built for the 15th meridian — so its clocks are around 46 minutes ahead of the sun.

In the most unpredictable city on this list, the single most reliable timekeeper is the sky. It has never once been late.
