The Building That Renamed an Effect

The Guggenheim opened in 1997 in a city whose shipyards and steelworks had collapsed, and drew millions of visitors within a few years. Urban planners now use "the Bilbao effect" as shorthand for the idea, mostly unrepeated elsewhere, that one building can turn a city around.
