The Pearl That Was Emptied

In April 1975 the Khmer Rouge ordered Phnom Penh evacuated, and within days a city of roughly two million people was almost entirely empty. It stayed that way for nearly four years. Repopulation began in 1979 and the city did not pass its pre-war size again until the 2000s.
